There are a number of options for creating low altitude aerial views. Generally, in the United States, these can not be created from a fixed wing aircraft because FAA regulations specify specific minimum altitudes for fixed wing aircraft. There are however, a number of other alternatives, including helicopter, trikes (in some areas), balloons, remote controlled helicopters and drones, and other kinds of platforms.
